It seems to me you are witnessing a condensed version of US drug prohibition history take place in the Philippines under their current President Rodrigo Duterte.
In just a few weeks he has seemed to follow the pattern of this book about the drug war, and it’s lead to many needless deaths. Now they are about to make more numerous mistakes others have already learned from.
Their Dangerous Drugs Board head, Felipe Rojas Jr., according to the Manila Times has put forth a list of ideas he wants turned into laws. Ideas and laws the US and many other countries have tried to their dismay.

The policies (police and vigilante) President Duterte is promoting and causing are “merely” the logical conclusion of what drug prohibition entails.
